The following review is biased from that perspective.
Action anime usually involve a fairly straightforward story of good guys versus bad guys, where most disputes are resolved by using physical force.
It often contains a lot of shooting, explosions and fighting."Bakumatsu" occurred between 18 during which Japan ended its isolationist foreign policy and modernized from a feudal shogunate to the Meiji government.
After this final battle, we see Kenshin and Kaoru (finally) get married and have a very cute son named Kenji.
After a few years, Kenshin's health problems catch up to him, forcing him to pass the sakabatou to Yahiko. However, after giving up his sword, Kenshin makes a very selfish and out of character decision that will have a profound effect on his family.
During this time, Japan started its modernization and rose to world power status. ..Kamiya Kaoru waits patiently for his return, together with their son, Kenji.
To me, it just isn't worth seeing except for the glimpses of Kenji as a teenager. Cut out a lot of the spoilers that were originally in this review.
Timeline wise, the first OVA is 10 years before the TV Series.
The second movie (Requiem of Patriots) happens after episode 60, and the third movie (Reflections) is several years after episode 95.
A fantastic ending to a fantastic anime series, despite this being a non-canon ending. This is not at the Masterpiece level as the First 4 OVA were... BUT this is the closure to the whole Kenshin story and should be watched by anyone that has watched the previous OVA (not to mention the TV series which is a direct continuation) The fact that it is based on the Relationship between Kaoru and Kenshin is it's strongest point! Sound and sightwise, nothing much else can compare to it.
The art is crisp and beautiful and the sound track is superb.
